The police made two arrests, for disorderly conduct and obstructing governmental administration. Seven people were injured, the police said, and one officer injured his back helping a fan who had climbed a wall.
In a news conference Wednesday at Police Headquarters, #x  Commissioner Raymond W. Kelly called the security force at the Seaport insufficient and said the police were studying the event.
Harsh online criticism of the promoters began almost immediately, with many bloggers saying that they should have expected a huge crowd. Drake, one of the most buzzed-about figures in hip-hop, released his album “Thank Me Later” on Tuesday; it is expected to sell up to half a million copies in its first week.
