求助,新加坡招标文件翻译

跪谢,有新加坡招标文件一套,有能力的朋友帮忙翻译一下
如题,以下是部分段落,有整套文件小弟正在pdf转word,因有水印所以操作繁琐,希望新加坡工作的朋友帮我翻译一下以下的段落,还有S.O.是什么意思?业主还是监理?迷茫啊~~~~
30
LIMITS OF SURFACE SETTLEMENT

30
地面沉降控制

30.1
The method of jacking adopted by the Contractor shall be such that the initial surface settlement measured directly above the front face of the
shield during the jacking operations do not exceed 25 mm and the maximum surface settlement after the tail voids are grouted shall not exceed 50 mm. Subsequently, the ground shall be reinstated to the original level.


30.2
However, for the sections of pipeline crossing under all roads along the route of the pipeline and paved area, the Contractor shall be required to incorporate in his jacking method measures to arrest the expected settlements so as to safeguard the integrity of the road surfaces at all times. The Contractor shall ensure that the traffic flows along all roads are not affected in any way by his work.

30.3
Not withstanding the above, the Contractor shall comply with the latest Code of Practice for Railway Protection (where applicable) by LTA and all other LTA regulations and requirements.

31
CONSTRUCTION TOLERANCES

31.1
The jacked pipe shall be controlled such that;

(a)
The vertical deviation from the design grade is not greater than 25mm and

(b)
The horizontal deviation from the design alignment is not greater than 50mm.

31.2
An as-built survey shall confirm the line and level of the centre of the pipe. These surveys shall be carried out at a frequency to be agreed with the S.O.

31.3
Should the excavation be off line or grade, the return to the design line and/or grade shall be at a rate of not more than 10mm per 4m (1:400) or that shown in the pipeline drawings

31.4
The S.O. shall be notified immediately if the alignment reaches 18mm off level and 40mm off line.

31.5
In the event that the vertical or horizontal tolerances are exceeded or in the opinion of the S.O. are likely to be exceeded the Contractor shall cease advancement of the jacked pipe and submit to the S.O. for acceptance a Recovery Plan that demonstrates clearly a methodology and procedures for return to the design alignment

31.6
Under no circumstances shall the pipe jack continue once either the vertical or horizontal tolerance has been exceeded until the S.O. has accepted the Contractor's Recovery Plan.

31.7
After factory testing and before despatch, every pipe shall be marked in accordance with the Standard used. In addition, each pipe shall be stamped with a number corresponding with the order of manufacture. Test certificates from the manufacturers or other relevant authority shall be submitted to the S.O. with a copy retained by the Contractor on site and made available upon request from the S.O.

All workmanship and materials used in the manufacture shall be subject to the acceptance of the S.O. who shall be from time to time be permitted to inspect materials at source and the manufacturing processes in the factory.

31.9
Pipes shall have roundness such that the difference between the minimum and maximum external diameter does not exceed 1% of the specified nominal external diameter or 6mm, whichever is the lesser.

31.10
Pipes shall have an outer circumference that is within -+1% of the nominal circumference or within +_12mm, whichever is the lesser.

SHAFrS, ACCESS MANHOLES AND CHAMBERS AND OTHER SURFACE OPENINGS

32.1
Temporary Trench Support of Surface Openings

32.1.1 Wherever the sub-soil conditions are expected to be of a soft and unstable character, the normal methods of timbering shall probably prove insufficient to avoid subsidence of the adjoining road surfaces, concrete drains and canal and other services.

32.1.2 In such circumstances the Contractor shall be required to use steel trench sheeting or steel sheet piling or some other retaining wall system adequately supported by timber struts, wailings, etc.

32.1.3
Steel sheet piles shall conform to the provision of B.S. 4360 and shall be driven where required and approved or directed by the S.O.

32.1.4 Where used the Contractor shall be required to design the layout of the temporary support system and the overall dimensions of the excavation to suit the available working space and geometry in order to provide and to give sufficient working space for the proper construction of the work.

32.1.5 The Contractor shall be expected to supply, pitch, drive and subsequently remove trench sheeting or piling in accordance with other items of the Specification and the terms "timber" or timbering" shall also apply to steel trench sheeting or steel sheet piling throughout.

32.1.6 All temporary trench support must be designed by the Professional Engineer engaged by the Contractor. The Professional Engineer must make an effort to visit the site on a regular basis to ensure and certify the adequacy of the construction of the works designed by him. He shall submit a certificate of supervision to S.O's acceptance for each shaft/trench constructed.

32.2
Working Shaft

32.2.1
The excavations for manholes/chambers may be used as working shafts. Where a working shaft is used for the construction of a manhole/chamber, the Contractor shall allow for this in his rates for construction of the manhole/chamber. Additional working shafts may be sunk with the approval of the S.O. but shall not be paid for.

32.2.2 The Contractor shall submit for approval to the S.O. dimensioned drawings and calculations of the timbering or trench sheeting details for the working shafts. Each working shaft shall have a separate ladder bay for access, which shall be isolated from the part of the shaft used for hoisting materials.

32.3
Shaft Break-Outs and Break-Ins

32.3.1 Ground improvement such as jet-grouting or other acceptable means shall be provided at shaft breakouts and break-ins as required to prevent instability of the ground as the pipeline excavation or pipejacking work exits or enters a shaft and elsewhere as required. The Contractor shall allow for such ground improvement works in his tender and no claims for extension of time and loss and expense with respect to such work shall be entertained.

S.O.是什么的简写要搞清楚,这个在合同或条款的其它文件里一定有,请找项目总负责人询问。大家没有必要猜想。

另外,本部分英文是很简单的技术条款,建议楼主自己翻译,有疑难,大家再解决,这么多大篇给别人,自己也提高不了,没有什么意义!当然我也支持论坛里有空闲时间的朋友帮助下楼主。

这是新加坡招标文件,我已经翻译了80页左右,论坛上的是后面的东西,因为上面催的紧所以才出此下策,请论坛的朋友一起帮忙,翻译完成后我会发布中英对照版,对于新加坡招标文件的中英对照版就本论坛来说也是稀罕的东西,所以值得大家努力和分享

软件没有办法翻译,翻译出来,一定是一堆垃圾!

即使是人翻译,没有相关专业知识也很难。我对TBM知道的不是很多,可能有的词翻译不专业,相信,没有错误,哈哈!

比如“fault”,软件给你翻译成“错误”,而我们专业词汇叫“断层、断裂”,软件根本不知道这个;坝顶高程,叫height of dam crest,软件肯定不会有crest的......

我也同意这个,因为有Officer,表明是甲方的代表。
如果是工程师、咨询或监理方的现场负责或代表,一般叫Site Representative,FIDIC里也是这样定义的;
如果是施工方的现场主管,经常叫Superintendent,这个后面显然没有officer!

具体是什么,在合同的前半部分里应该有说明,合同各方的定义和责任划分。

PS4  PENSTOCKS AND COARSE BAR SCREENS
1   PENSTOCKS
1.1     General
1.1.1  All penstocks shall be watertight when closed against the specified head conditions.
1.1.2  Operation shall be by means of rising spindle of stainless steel 316 designed for clockwise closing. Extension spindles shall be of stainless steel 316 for the entire length with muff coupling of suitable size and strength. Stem protection tubes of clear transparent polycarbonate or other approved material shall be provided.
1.1.3  Where necessary, headstocks, pillars, housings, handwheels, guide brackets, etc. shall be provided and installed in suitable position.
1.1.4  For hand operation, handwheet, tee key, or crank shall be supplied.  The operating effect required at one point on handwheet rim shall not exceed 25 kg when operated against the maximum differential pressure head. Handwheel are to be marked with an arrow to indicate the direction of closing and opening of the penstock. The size of handwheel shall not exceed 450mm diameter.
1.1.5  Where the penstock is to be installed in a position offset from the headstock, handwheel or operating spindles, an approved type of crown and pinion joints or universal joint, shall be provided to give free and simple operation of the penstock at all times.
1.1.6  Penstock gate shall be of stainless stain 316, rectangular or circular or square as specified and indicated in contract drawings with vertical and horizontal reinforcing fibs. A reinforcing rib along all sides shall be designed to provide rigidity between all wedges.
1.1.7  The gate slide shall be designed to operate smoothly in the gate guides, specified hereinafter.
1.1.8  Penstock frames shall be of stainless steel 316. Frames shall have adequate strength to prevent distortion in handling and placing and under all conditions of service. All surfaces of the frame that receives seat facings, wedge blocks and guide rails shall be accurately machined.
1.1.9  All top, sides and bottom seals shall be of EDPM.
1.1.10 Gate guides shall be of UHMWPE and designed to withstand the total force resulting from the operating conditions, specified herein before, and the wedging action of the gate.
1.1.11  The guides shall be designed to allow smooth operation of the gate. The guides shall be of such length as to retain and support at least one-half (I/2) of the slide when the slide is in the full-open position.
1.1.12  Reinforced ribs, designed to anchor the side wedge seats shall be provided and securely attached or bolted directly to the frame.
1.1.13  Wedges on the sides and top, spaced as required by the seating pressures on the gate specified hereinbefore, shall be provided.  Wedges shall be individually adjustable, and shall be of HDPE. The wedges shall be attached to the slide with stainless steel 316 studs and nuts and/or shall have stainless steel 316 adjusting screws with lock nuts.
1.1.14  Spindles shall be of stainless steel 316 or other specified approved metal for the entire length, with muff coupling if necessary. Spindles shall be of sufficient diameter at the base of the threads to lift the gate against its self-weight, the resistance at the maximum unbalanced water head and the starting force without buckling or permanent distortion. Couplings shall be adequate to transmit the stresses from one part of the spindle to the other. They shall be threaded inside and shall be keyed for interchangeability with each section of the spindle.
1.1.15 Intermediate guides for the spindles shall be provided as recommended by the manufacturer.  Guides shall be of stainless steel 316 with HDPE bushes and mounted on stainless steel 316 brackets.  They shall be adjustable in two directions and spaced at required intervals to adequately support the spindles. This spacing shall not exceed 2.5m.
1.1.16 All anchor bolts, assembly bolts and nuts shall be of ampte section to safely withstand the forces created by operation of the gate. Quantity and size of the anchor bolts shall be as recommended by the manufacturer. All anchor bolts shall be of stainless steel 316 unless otherwise specified.
1.1.17 Wall brackets for supporting the intermediate guides shall be of stainless steel 316 or other approved material and be of one piece construction with heavy reinforcing ribs and slotted hole for the proper alignment of the penstock. The wall brackets and anchor bolts shall be of such strength as to withstand the maximum thrusts under all operating conditions.
1.1.18 When the penstock is in the fully closed position, the end of the threaded stem should protrude 150mm above the hub of the handwheel.
1.1.19 All penstocks shall comply with the GS (General Specification) part of the specification.
1.1.20 The Contractor shall design, supply and install 5 (five) manual operated penstocks in accordance with the drawings and the table below.

1.1.21 The headstock, stems, spindles, gates/shutters and frames shall be made of SS  316. The seals shall be EPDM rubber.
1.1.22 The penstocks up stream and down stream shall comply with leakage rate test ANSI/AWWA C501-80.
1.1.23 All penstocks shall be supplied complete with all necessary fixings to allow safe operation, and shall include but shall not be limited to:
a) Penstock shutter
b) Shutter Guides and Frame
c) Screwed Operation Stem
d) Stem Coupling
e) Extension Stem
f) Operating Hand wheel with actuator and Headstock
g) All fixings, joints and seals
h) Valve key
i) Clear polycarbonate tube stem covers
j) Chains and locks
1.2 Witness Test and Inspection of Penstocks
1.2.1 All penstocks of 1000mm opening or larger shall be subjected to witness testing and inspection by the S.O. or his representative at the Manufacturer's works or a third party inspector proposed by the Contractor and submitted to S.O. for approval. Witness test certificates for all penstocks shall be submitted to the S.O for review six weeks before shipment. Shipment of the penstocks to site shall only be made subject to approval by the S.O.
1.3   Installation of Penstocks
1.3.1 Installation of all penstocks, guides, wall brackets, anchor bolts, etc shall be as recommended by the penstock manufacturer in a workmanlike manner.
1.3.2 It shall be the responsibility of the Contractor to supervise and check that the installation is performed to manufacturer's recommendation, unless specified otherwise.
1.3.3 All machined working surfaces, intermediate bearings, guide brackets, spindles,etc. shall be thoroughly cleaned and a heavy coat of grease or other suitable rust resistant coating given. This coating shah be maintained during all periods of storage and installation up to the time of commissioning and taking over.
1.4    Site Testing
1.4.1  All penstocks shall be tested up to the maximum head as specified unless otherwise instructed by the S.O.
1.4.2   The cost for providing the necessary water and electricity for conducting the tests shall be included in the tender price/rates.
1.4.3  During the tests, the penstocks shall operate smoothly without leakage and the spindles shall operate without bending or excessive force on the operator under all conditions. All necessary adjustments and defects shall be corrected. The leakage test shall comply with ANSI/AWWA C501-80.
2     COARSE BAR SCREENS WITH MECHANICAL RAKING MECHANISM
2.1  The Contractor shall design, supply and install coarse bar screens at the Serangoon Inlet and Punggol Outlet. The coarse screen shall consist of a mechanical raking mechanism and maintenance platform require for operating the mechanical raking mechanism at the top of the chamber.
2.2  The Coarse bar screens shall be constructed from marine grade stainless steel.
2.3  The coarse bar screens shall fit across the two openings in the Serangoon Inlet and one opening in the Punggol Outlet as shown in drawings.
2.4  The Contractor shall be responsible for the structural design of the coarse bar screens and their connection to the intake channels.
2.5  The maximum head loss across the clean coarse bar screens shall be 20mm at a flow rate of 2.4 m3/s and a reservoir level of RL 101.40.
2.6  The mechanical raking coarse bar screens shall screen the raw water to 100 mm.
2.7  The Contractor shall design the coarse bar screen to be able mechanically rake loose the foreign materials by operating on the top of the chamber. The contractor shall include all structure and maintenance platform required for operating the coarse screen and penstock.
2.8  All supporting brackets shall be stainless steel 316.
2.9  All anchor bolts, assembly bolts and nuts shall be of ample section to safely withstand the forces created by operation of the raking mechanical raking mechanism. Quantity and size of the anchor bolts shall be as recommended by the manufacturer. All anchor bolts shall be of stainless steel 316 unless otherwise specified.
2.10 The Contractor shall submit all catalogues of equipment, design calculation, drawings, and equipment performance for S.O. approval.
2.11 All the coarse screen mechanical raking mechanism shall be tested as manufacturer recommendation unless otherwise instructed by the S.O.
2.12 During the tests, the coarse screen mechanical raking mechanism shall operate smoothly and the spindles shall operate without bending or excessive force on the operator under all conditions.  All necessary adjustments and defects shall be corrected.

reserve是保护、管辖区的意思,森林保护区就是“forest reserve”,本例road reserve就是道路保护区的意思。您在这个区域搞开挖活动,肯定要得到道路管理机构的许可,很多国家都要求书面申请,得到批准后,您方可以展开工程活动。工程结束,要恢复原状。要交纳一定费用。

拦污栅大概是这样的东西见下图,一般进水口都要有它,否则,草、树枝或杂物就和水一起进入管道了。

有了拦污栅,有个问题,就是杂草越聚越多怎么办?不即使清理,就会堵塞进水口,因此需要清理的工具,于是就出现了耙子(见下图),不过自动清理的系统是类似这个原理的,形状不一样。
